Do your kitties flush too much and increase your water bill?

Not really. Once in a while they flush when it is not necessary, but they know that it's the poop/pee-flushing combination that gets them the praise/treat. Flushing on it's own gets them no attention or other reward.

What do you do when you go out of town?

That was part of my rationale for wanting the cats to flush on their own. They are not that independent, yet, so we ask a neighbor to come down and flush for them (and feed them).
